What is the best way to prove physical presence in Canada when unemployed?

hi everyone
I just wanna ask another scenario.
for example, if the person was unemployed the first year, and they have the NOA to proof that they were present, the second year they attended school plus NOA again, and the third year school plus NOA.
will that be enough to proof they were present in Canada 3/4 years considering they never left Canada in that period?
or do they need some other proofs?

Yes, even a person is unemployed for total 4 years period and can proof their physical presence of 1095 that will be the key factor. However, as per CRA rule a person living in Canada more than 183 days must file income tax regardless of having income or nil income or income from govt. benefits etc. During interview CIC might ask the source of fund for living if NOA showing nil income and the applicant should have proofs handy like as: Living on bank deposit/savings, monthly govt. benefit slips, funded by 3rd person/parent etc..

I have heard of ppl doing workarounds to maintain PR w/o living in Canada even for 2 weeks out of rolling 5 years time-period.

IMO, if your passport needs a visa to enter Canada, CBSA would have all you entry records. Because when you entered, border agents needed to see your PR card as the visa, and they would scan it to find out whether it's a real PR card or fake.

This is not exactly a secret. Why do you think Ontario has the most strict laws regarding provincial health insurance?

Anyway that is why it won't help much in regards to proof of physical presence to CIC. They are aware such scams can take place.

Record of exit and re entry to be kept easily by keeping flight ticket and boarding passes.

health record is 100 percent proof if you have firm record.

CBSA record will give you exact report about your incoming record....

and you have to prove your outgoing....

medical insurance policy, drug insurance policey, car insurance policy , life

insurance policy.... house ownership paper etc...

The whole thing seems possible: buy out a house there, rent it out, pay taxes on it, do this healthcard thing workaround and i am sure millions of desi flocked in there have already done this successfully in the past to prove their physical presence unless i am missing something

CIC routinely asks for CBSA reports. In fact, during the interview after the test, the CIC officer asked me if I had CBSA report with me. When I said no, she said she would obtain it directly from CBSA, which takes them only couple of days. If required, they would also ask for a report from the US CBP.
Also, CIC (rightly) views the 'methodology' suggested by the earlier poster as fraud, and might lead to criminal proceedings if it is used for deceiving the CIC. The CIC is very much aware of these kind of malpractices, and have recently arrested some consultants.

People always find a way to scam the system. But it is easier to scam OHIP than it is CIC. That is what i am trying to say - that just because you have OHIP does not prove anything in regards to your residency days to CIC. You need much much more. For OHIP, you just need ID, a PR card and a current utility bill. So that "healthcard thing workaround" by itself will not work to keep your PR RO.

Absolutely. CIC is not stupid. They have tightened things up. Thanks to all the people who are looking to fake the system - It ruins it for the rest of us trying to get decent timelines for an honest application.

Completely agreed with keesio. It is because of scams by some 'oversmart' people that CIC now investigates a lot and that causes delays for even honest people who have been genuinely living in Canada.
