Hey,

I am just wondering what is the best option to get my wife to canada.
Here is the situation, I have applied for my express entry on jan, 2019. I got married in the month of march 2018, and I have applied for my wife visiting visa 2 times and it got denied stating that my wife did not have travel history and non sufficient funds. Right now my work permit expired and I have applied for bridging work permit and it is still under process. Its almost been like 11 months I am away from my wife and now my express entry will take more 6 months to complete. So, could anyone suggest me the best way to get my wife to canada?

I'm sorry to say, with 2 refusals, your chances of getting her here before landing as a PR are slim. If you want to try again, apply for the spouse open work permit. After you get your BOWP, you can of course visit her.
 
What are the chances that it will not get refuse again?

If she applies for a TRV again the chances are extremely high she will be refused again.
 
How about if she applies for open work permit?

The temporary permit (either work or visitor) requires that you convince the VO that you (she) understand that you have to leave Canada at the end of your authorized stay, and that you have something to return to. Family ties, career/business, assets... people who fail to demonstrate that they have something worth returning to are deemed more likley to stay illegally, and refused.

Unless you can address the deficiencies in your previous applications, another one will not succeed. The fact that you have two refusals and a pending PR application may make it difficult even if you address these deficiencies. Only you can decide whether it is worth it to you to try again, or wait... If you try again, I *think* you will have a better chance with the SOWP than just a visitors permit.
