What is suitable Time for TRV reapplication? Please suggest

My spouse's TRV application has been rejected. Please suggest me how to reapply for TRV now? I did not get my SP yet.

1. Should I reapply for TRV as soon as receiving my SP and before departing Canada?

2. Or should I reapply after I reach Canada?

Which one will be more suitable? We have overcome the rejection causes as we understand now.

Neither. Instead, if your wife's situation has changed (such as being employed), she may reapply.
