what is "secondary clearances"? pls help

I raised a webform couple of days ago and today they responded saying:
"Your application is currently being reviewed for secondary clearances. Delays during secondary clearances are out of our control as we are required to coordinate with external authorities."

whats secondary clearances?
what do they exactly check with third parties?

They check your application with different authorities. Things like proof of who you are, your background etc...

Oh ok, thanks... the VO sent me an email saying they are reviewing my application for secondary clearances.

any idea how long it usually takes? and is it a normal process?
is it because I applied from a third country where I am working at the moment?
