What is Procedure to obtain Police Certificate from Dubai, U.A.E.

I need help to know procedure to obtain Police certificate from Dubai U.A.E.

Right now I live & work in Toronto, Canada.

What is the best option do I apply from here , I also have a family member in Dubai , he will be there for maximum a month, can he apply for me ?
