What is procedure of Authority letter

Hi

I am applying for PR and I live in Canada on work permit as a temporary resident. I lived in UAE 16 years ago and I am not a UAE citizen. So I need police certificate from UAE. My friend can apply for police certificate on my behalf in UAE but he will need Authority letter. I went to UAE embassy Ottawa but they didnt tell me what is the process of Authority letter. I need to know that what stamp is needed for authorization letter? should I write a draft myself and notarize it from Canada or there is some other process? Please guide me in this regards.

Why don't you just get the police certificate from the embassy in Ottawa ?
