What is "Notarial Certificate of No Criminal Record" ?

I received an email and I need to provide below 2 documents :

1.Original Certificate of Good Conduct from the Hong Kong Police Force for you
2.Original and updated Notarial Certificate of No Criminal Record from PRC for you

I am from Hong Kong. And I lived in Beijing, China for 17 months before. And now I moved back to Hong Kong.
I know how to get Cert No.1 but no idea of Cert No.2

Anyone knows ? How & where to get it ? How long it will take ?
I need to provide within 45 days.
