I don't know a lot about immigration stuff, but here's my understanding. Sometimes, there are certain immigration procedures that can only be done at a border crossing or "point of entry" into Canada. For instance, some work permits can only be obtained by going through a border crossing into Canada.

So what's supposed to happen if you are already IN Canada? Well, my understanding is that you go to the border with the U.S., tell the U.S. you don't really want to enter the U.S., but you just need to kind of "step into the U.S. so you can then step back into Canada". So they let you go around the "flagpole" so to speak. You turn back to Canada, get whatever you need from the Canadian border services people, and go on your merry way back into Canada.

The whole process seems totally ridiculous to me, but apparently it frequently happens at the land border crossings between Canada and the U.S.
