Well up to you, your score would increase exponentially if you had CLB 9 in all sections.

You also have another issue to consider as you're residing in Quebec as you must have the intent to reside outside such province.

Your wife's ECA may be enough to get you the ITA. If you don't want to do the IELTS again, consider taking the CELPIP instead, some people find one test easier than the other.

Have you gathered your PCCs yet? If you get the ITA, the sooner you can apply, the sooner you can apply for the Bridging Open Work Permit...
