What is an excessive amount of time before seeking legal help?

I have passed 28 months since my AOR date and still sat in process.

I do understand it has been a busy 2 years with COVID and the Afghanistan crisis but 28 months (almost 29 months) seems very extreme

I'm inland with an Inland dependent.
