What is an eTA?

Can someone please inform what an eTA is? I am reading that it is coming into play on March 15,2016 ? Will this benefit individuals who require a visa to enter Canada??? My husband is Mexican and I would love for us to go to Canada while we wait out our application(just visit of course)Is it like a visa, can It be denied? Can someone please give me information on what it exactly means on the CIC website?

Starting March 15, 2016, visa-exempt foreign nationals who fly to or transit through Canada will need an Electronic Travel Authorization (eTA). Exceptions include U.S. citizens and travellers with a valid visa.

It's only for visa-exempt travelers. If you require a TRV to visit Canada, there is absolutely no change as eTA wouldn't affect you.
