Foreigners working/studying in Canada sometimes need to extend their visa.

one can mail the application to the office in Fort Erie, but it can't be “commercial courier deliveries”.
Since the application requires sending a passport, one naturally would like to use a safe way of mailing.
So is registered mail or XpressPost provided by Canada Post counted as “commercial courier deliveries”?
If yes, is there any other option of mailing that is both safe and is NOT "commercial courier deliveries”?
