In Toronto or at any port of entry, the process is the same. When the future PR arrives at customs, he can tell the officer that he wants to land as a PR. He will generally be taken to another office, where they will go over his paperwork, ask a few questions (nothing tricky: are you still married, do you have any new dependent etc.), and also ask for an address in Canada to send the PR card later on. then the officer will sign the COPR, give one copy (the one without the picture) back to the person, and generally say 'welcome to canada"! that's it. The process is fairly simple.
If the person is bringing goods with him/her, either now, or later on, he/she should prepare a B4 in 2 copies, and get it signed during the landing, as it allows to bring goods into the country without paying taxes.
It's best to travel with the future address in Canada ( or any address of trusted friends or family where the PR card can be sent about 2 to 3 months later, if you don't have a fixed address in Canada right now), a copy of marriage certificate if applicable ( I have never really seen anybody asked for it, but in case), and that's about it!
