Does CIC refuse TRV visa applications if travel dates pass ?

I want to travel to Canada sometime late this month or early next month (still undecided). Late this month is preferred because there's an event happening in Canada (a concert type thing) on July 28th which I'd like to attend and can buy tickets for. However I'm not sure if I'm giving CIC enough time to process the application, and they might end up rejecting if 28th July passes ? ... I'd still like to travel to Canada even if August starts, but CIC might have rejected my application by then ?? So not sure what dates to mention in my wife's TRV application.

Don't buy any tickets until the visa is stamped in her passport

It is advisable to prepare a more comprehensive visit plan instead of limiting the visit to the concert. For example, sightseeing, meeting family and friends, activities. This way even if the specific event date passes, there are other reasons to visit
