Recently, I have been asked to provide a new police certificate, and as usual I have been given a 1 month time line.

It will take me 2-3 weeks to get the police certificate,
then another 1-2 weeks to get it translated from German to English,
and then another 1 week for it to arrive in Canada to be processed.

my question is what happens if i take longer than 1 month , say 6 weeks .. IS the 1 month a definitive deadline ?

Simply email them about the scenario, they may give you some extend the dealine
 
This is fairly common. People often get a receipt when they apply for a police certificate, so they send that in, showing that they are complying with the request. CIC will generally work with you if you show that you are following their requests. The problem would be if you sent them the certificate in 6-8 weeks, without telling them that it would be delayed.
