What happened with CIC? 11 weeks no eCas or Return application - Pls help

I like to know in recent days how long it takes CIC to return an incomplete application while most of eCAS updates within 60 days? I applied with my son almost 3 month since CIC signed and received our application and as of now no eCAS or application return. I called CIC call center and they find nothing in their system.

I wonder if anyone facing the similar issues? or any advise from experienced persons..
