All the Migrants I talk to over here say they just stayed over here for 4 years and they got permanent residency.
Usually they go through some church program.

None of them are skilled workers, Worse English than me, Usually from New Zealand, Australia, Africa ect, And the visa is not a refugee status.

Did they change the rules or something? When I look at the CiC Website I cant see anything that tells me I can stay after being here 4-6 years.

There was never any such rule.

I have never heard of the option you describe.
