Thank you, I am looking for lawyer now. One of the reason that I didn't applied earlier is I don't want to apply as refugee and tried other route and it didn't work out. Plus saturations become drastically worse in 2024 and 2025, with new conscriptions law (not only people who are on list but also randomly abducted on street, raided at home) and intensify attacks on civilians. Even Canada government said in Dec this year that my country is "deteriorated into one of the world's most severe human rights and humanitarian crises". plus no internal flight alternative either If i flee my family will be detained as hostage and the only safe place to run from government is place where resistance control (also where battles are happening). Also Canada is only few country that intervened genocide case against military that I would be forced to join. Even with Bill C12 i have no choice but to apply and go for Pre-Removal Risk Assessment (PRRA) if it become law in few months.
Your best chance of becoming a protected person is to submit a refugee claim as soon as possible, ideally before Bill C-12 becomes law, and to consult a lawyer before doing so. I strongly advise against relying on a PRRA. PRRA is a paper-based review process with a very low approval rate and is not equivalent to making a refugee claim. Additionally, if your country is on the ADR/TDR list, you will most likely not be eligible for PRRA, which could leave you in limbo in Canada.
