what does "work experience while you are studying is not counted" mean exactly?

Students only can work with co-op or off campus as far as I know. So it means that work experience with co op or off campus is not counted? if a student gets positive lmo during studies and recieves a closed work permit, will this be considered as " experience while you are studying" rule?

Except the closed work permit, means the Study permit is no longer valid, so you wouldn't be studying.
