what does multiple entry visa means?

Hi

My parents came to canada on visitor visa and thier 6 months stay end in april 17th 2019.
my brother stays in usa. they plan to visit him for 10 days starting from april 17th to april 25th.

so my question is if they want to come back to canada --can they come again since they have valid multiple entry visitor visa.?

Even if they are allowed should they require medicals to be done?
please let me know

They can try - however there's no guarantee if and how long they will be allowed into Canada for. Might work out for them - or it might not. TRVs are meant to be used for visiting Canada - not trying to live here. If they've already been here for six months, ideally they should remain outside of Canada for at least six months before attempting to return.
