If an applicant has "in process" what does that stage mean and how long would it last before changing. From what I can tell, they have 468 points and should have had ITA on 10 July.

That status on ECAS likely means that the application is deemed complete and background verification is getting done. In the past, it has taken anywhere from 2-14 days for a PPR from that status. Now it is taking 4 weeks and counting (for all applicants who went to that status on 19th June).

Should have had? Do you mean this person doesn't have an ITA? Under what category does it say "in process", and on MyCIC or ECAS?

No ITA has been issued. I haven't seen the actual wording on MyCIC. I am trying to find out more. It doesn't make sense that ITA hasn't been received. Either the score has been calculated incorrectly or there is a problem somewhere else. That's why I am trying to find out what "in process" could mean at the PRE-ITA stage.
Thanks to you both for replying.
