What do the numbers on CIC actually indicate?

Dear Experts,

The CIC website keeps on updating the number of applications received against all the NOCs almost every fortnight. The question I have is that if the number of applications received against 2171 is shown as 553, does this mean -

a. 553 applicants who filed PR against 2171 have been charged the fees (550 CAD)
b. There are 553 such people whose final packages have been received by the CIC (but not necessarily have been charged 550 CAD so far)
