Social Assistance (Welfare) is a government program to help people who are not working and can not support themselves....

How a person in social assistance can support the person he wants to sponsor if he'she is in social assistance? if it's allowed, it's like the government is indirectly supporting the sponsored person. That's why it's called sponsorhip, to lift the burden out of the government pocket...

EI came from the workers money. He/She paid that insurance every pay cheque so he/she can have have an income if ever he get laid off from work or lost a job..
 
According to CIC sponsorship guide:

"If at any time during the validity period of the undertaking you signed, the person you are sponsoring or their family members had to depend on financial support from a federal, provincial or municipal assistance program, you are considered in default of your obligations."
