Nobody knows except the CIC high level officers. I think every application is different. Some are straight forward, being put in queue of straight forward cases. Some are complicated, having it's own queue. Everybody wants their application to be processed faster. Seeing others get improvement first, then thinking CIC is not being fair, and demanding first come first served. I think this is not fast food counter, if everything is based on first come first served, then all those complicated application that come first will block all those straight forward application that come later, and processing will be even longer for everybody.
