I landed on Jan 18 I called cic and they said that my card was mailed out the 2nd of march it's been 3 weeks since. Post canada said it shouldn't take more than 5 days for regular mail yo get to montreal. My question is if my representative holds bk my card what can I do.

i'm pretty sure that's illegal, and i would report them to CIC. Also, are you sure your pr card was sent to your represenative? At landing, CBSA would have asked the applicant directly where to mail the pr card, so it would have been the applicant's responsibility to give them their new canadian address, not the representative's. From personal experience, it's quite possible for the PR card to get "lost" in the mail. CIC will not let you do anything about it until 6 weeks has passed since it was mailed to. After 6 weeks, you can sign a solemn declaration to start the process of getting a new one sent to you (which takes a LONG time apparently).
