i'm pretty sure that's illegal, and i would report them to CIC. Also, are you sure your pr card was sent to your represenative? At landing, CBSA would have asked the applicant directly where to mail the pr card, so it would have been the applicant's responsibility to give them their new canadian address, not the representative's. From personal experience, it's quite possible for the PR card to get "lost" in the mail. CIC will not let you do anything about it until 6 weeks has passed since it was mailed to. After 6 weeks, you can sign a solemn declaration to start the process of getting a new one sent to you (which takes a LONG time apparently).
