You must meet the Residency Obligation (R.O.) which is 730 days, or more, within each rolling 5 year period.

If you were to apply today to renew your PR card, you would need at least 730 days from this date in 2018.

Is it the same to obtain citizenship in 2nd PR where candidate need to meet 3 years with last 5 years or does the 3 year RO starts from the 2nd PR.

Same basic idea - number of days present in Canada going back five years from date of applying.

The rolling total means that on any day you must have been in Canada for 730 days in the last 5 years to meet your residency obligation. For example if you looked back from today you would have had to meet the 730 days in the past 5 years or you would not be compliant with your residency application.
