Hello there,
Would you please help me to find a better way of handling my concern?
I'm thinking of hiring my inlaw(who has a foreigh citizenship and lives oversea) as live-in care giver for my two kids. The problem is that I do not intend trying to hire someone here for that job and therefore would have to justify myself as of why I didn't do that. What would the better way/explanation to address that fact to CIc without compromising the whole application.

I appreciate your help.
 
You have to try to find someone here for the job first. Keep in mind much of the time when people do this, they don't really want to find a Canadian or a PR here for the job - they actually want to hire from abroad. They usually are successful because no one wants the job or no one suitable applies.
 
Since you do have to advertise the job in Canada first, list your inlaw's native language (assuming it isn't english or french) as a requirement.
