What application or Visa should I apply for 2 years old?

Dear all,

I got this passport request for me and my spouse for work permit made outside of Canada today. We forgot to apply for a separate visa for our 2 years old baby. We thought they would request under the same application. Now we realise we need a separate application for baby, what kind of application should I apply for the baby? Is it work, study or something else? I appreciate any help in this matter.

Note: I applied for PR under PNP program which is in process.

It is in progress. AOR FEB 2020, PAL July 2020.
Nothing after that.
