What about Travelling to Canada if the Winter Semester is online too?

Just received a mail from college saying that the Winter Sem will be online too. Does this mean that I'll be studying both my semesters from my home country or is there a possibility that they'll allow Fall students to travel in time for the 2nd Semester so they can complete upto 50% of their program in Canada?
Any thoughts on this?

I believe they will ease restrictions but I do not think students with all-online courses will be allowed until covid-19 situation end.
