I don’t see a reason why not.

Because in my first couple of days in Canada I tried to receive western union only with a refugee claimant document and they said:"Ministry sent a letter to WU Canada and said dont give transactions to people with refugees ID". It was December 2018 in Montreeal, Downtown

Then you need to ask Western Union, if that's what's been told to them.

If you have ID ( driver license) it’s ok

Yes you must advise the welfare office when you start working.
