WES requirements for verification of Pakistani Degreea

I went through the WES website. They categorically said that if you are getting your masters degree verified then you do not need to send your bachelor degree. However, what I have read on the internet which makes me think twice as people have sent their bachelors along with masters degree and also their intermediate HSSC and matric certificates as well. I hope some one may please clarify based on experience. WES also talks about mentioning the reference number on the document. How to go about it as well. I am from Pakistan and getting sealed envelopes done from HEC.
