Hello Everyone,
We have been going through numerous forums and posts related to documents required by WES for Canadian immigration purposes and have quite a few queries.

My wife completed her bachelors (3 yr BSc) from Lucknow university (full time) and masters (in MBA) from MDU Rohtak university though distance program. She has also completed here full time PGPM from IIMT Gurgaon which is an autonomous college and doesn't provide MBA degree.
From the degree equivalency tool, we see her BSc is equivalent to community college diploma while mba is equivalent to 4 yrs bachelors. We did not find any option to select pgpm in equivalency tool so skipped that.

As per the document requirement for masters provided under the link https://www.wes.org/required-documents/, she needs to send the transcripts for both bachelors and masters for evaluation by WES.

Excerpt from WES website:

Note carefully:
You must also provide your bachelor’s degree documents. WES cannot complete an evaluation without these documents. The only exceptions where your bachelor’s degree documents are not required are: Master of Education, Master of Engineering, Master of Philosophy, and Master of Technology.

We are thinking of providing documents from MDU Rohtak for masters and skip PGPM degree since it is hardly going to make any change as far as CRS tool is concerned (it would either be bachelors for her or double diploma in which case there is an increment of one point). Here are the queries:

1. As per the new guidelines of WES issued in Dec 2018, the documents need to be sent by the university directly and not the students. Does it mean that we need to contact both the universities so each one can send their transcripts to WES? This would also mean that WES will receive separate envelopes for bachelors and masters on separate dates and will not be proceeding until both of them is received. Is that correct?

2. Continuing on first point, should I provide both the universities with the same WES reference number since one is continuation of the other?

3. The 'required documents' link says that the university needs to send degree certificate and all the marksheets but everywhere in the blogs we see that the universities are sending the transcripts. Since the transcript generation itself by the university may take anywhere between 3-5 weeks, should they not be sending the attested copies of all semester mark sheets along with the degree certificate to WES?
I am assuming that the universities are much more aware of the process but why is it that WES has not mentioned requirement of transcripts anywhere on the official website?

4. The "Academic records request form" requires student's signature. Will it be acceptable to WES if I send the scanned copy of the form with my wife's signature to the university that they can print out and fill in with their details before mailing the sealed envelope to WES?

My wife and I are based out of USA, hence finding it even more difficult to contact the universities. Your sincere guidance on these points would be very much appreciated.
