WES help urgently required on top priority

Dear Team,

One of my friends has got stuck up with WES as he has forwarded all the documents correctly but they say the below one and he has intially got all the attested documents from the University and sent, then again they refused stating that it has to be from proper body and then he got the attestation from the college in their sealed envelope and sent because 1st year was issued by the college. Finally for the 2nd time also they refused. Now what to do? His 1st year mark sheet and failed mark sheet is issued by the College.
