My ECA assessment report is completed and my one year post graduate institution is mentioned as Non-Recognised.

This is the Summary:-

Bachelor's degree (four years)

Canadian Equivalency for first credential:-

Bachelor's degree (four years)

Canadian Equivalency for second credential:-

One year of post-secondary study at a non-recognised institution

I guess now I cannot claim points for "Two or more post-secondary program credentials AND at least one of these credentials was issued on completion of a post-secondary program of three years or longer". Please confirm.

IMO you should be able to choose "Two of more..."
 
Will they consider study done at an institution which is "non-recognised" as per WES?

The summary also mentions only Bachelors.

IMO, you can select only Bachelors as your other credential is not recognized by WES. To confirm, please drop a note to WES and explain your situation. Good luck!!

On CIC's website related to education does it say that any education unless from their recognized Institutions won't be considered?

CIC doesn't specify anything on these lines. However, it does state following:

Depending on your case, you may want to have both your secondary and post-secondary credentials assessed, and not just your highest completed foreign credential. You will not get any points for your foreign education under the CRS in Express Entry or be eligible under the FSWP if the result on your ECA report does not match at least one of the results in the conversion table.

Per post from applicant, WES summary states Bachelors (4 years) only and nothing else. Hence, suggested to validate with WES directly on actual interpretation to get it right at first place rather than cursing later.

I hope they respond to queries within a few days, there was no confirmation that form was successfully submitted or an email confirmation that my query is received.

You will receive an automated confirmation mail from autosender@wes.org upon successfully submitting your query on WES support page.
 
Thanks ppahuja, I submitted again and got the confirmation mail, something must have gone wrong the last time around.
