WES Credential for IGNOU Masters

One of my friends is applying for Canadian PR. He has a question which is listed below.

I have B.Com regular from Delhi University and M.Com from IGNOU.

I am filing for WES ECA and was confused if I will get Candian Equivalent as Master's Degree or a Bachelor's Degree?
