I have applied for my MIL as widow and last member of family. She is step MIL. Family sponsorship was rejected as she was not blood member of family but was sent to resident country. I check the file status it shows medical sent but she has not received that but she received all the supporting papers what I filed with application when I submit the file in 2018. What does that means....is that a mistake by CIC that they sent all those document I sent with application.

You must have selected the option to keep processing the file even if you don't qualify to sponsor her. That's why IRCC has continued to process the application. The application is eventually going to be rejected since you don't qualify as a sponsor. I would recommend that you withdraw the application so that you don't lose all of the processing fees.

It's probably too late for the withdrawal now, as the application has started to be processed, as indicated by the medical request. I agree that the application will fail.

Makes sense but what is the point of that option: to continue processing the application even though sponsorship is not approved?

There is no real point in continuing processing unless you are anticipating pulling out the H&C card, usually unsuccessfully.

To be able to appeal the final decision to the Immigration Appeal Division. You cannot appeal if you voluntarily withdraw.

This is usually not a winning strategy, but there are cases where it makes sense.

The question is why they send medical? If they are going to decline? I did send them letter for H&C as asked by my MP. I still don’t understand reason of returning all the documentation to her. I never heard before. I m not worried about processing fees I can afford.

H&C is unfortunately a lost cause in this case since there's no blood relationship.
 
Why medical? They could have sent rejection right away.

It's because you selected the option to keep processing the application even if you are found ineligible to sponsor. Otherwise the application would have been refused immediately. This way it will effectively be refused close to the end.
