is it ok to raise a webform asking IRCC to expedite decision making of MIL's super visa application. Super Visa was applied giving a primary reason for MIL to be present for my wife's delivery

You can certainly try but that is typically not a valid reason for expedited processing unless there is a serious medical issue. She is not alone in Canada. This could also lead to concerns about whether she will leave Canada, increased ties to Canada, etc.
