Hi there; I just checked my application online and it says:
We received your application for permanent residence on May 1, 2013.
We started processing your application on August 28, 2013.
Medical results have been received.

All payments have been made in advance and there should be no other issues (my spouse is Belgian), so does the average processing time (9 months in Paris Office) mean from when they start 'processing' his file, OR does this mean if everything's in order, we should have a decision made very soon...? :D

You can expect Decision made soon in this case.

According to your post, it appeared that you reached stage 1 (AIP) of the process on August 28. Everything is still in order. Now on to 2nd stage of the process which can take up to 8 months. It does not mean DM will happen any time soon, although it has happened. The DM stage can happen any time between now up to 9 months based on Paris timeline.

Just got to wait it out more.

Most of the cases I have seen, have seen a Decision made within a day to 1 month after going to In process. In my case, my husband's file went in process on August 7th and the DM showed in Ecas on August 19th. Some are longer but most cases that I have seen it usually goes quickly. The interview is usually been waived once the file goes in process as well.
This is really great news for you! And keep us posted! Good to know how it turns out for future cases :D

I've been reading around and I have read cases from going in process to decision made in 1 day...to 10 days... to 1 month.... and I've only read cases longer than a month if they require something further (ie; 2nd medical or documents). But my spouse's medical was done in March so that's not a problem.

P.S. Paris had our file since mid-June, and it went in process August 28th... so perhaps the processing time stated online includes the idle time it sits and is not in process....time will tell!
