I don't think he has sponsorerd his wife yet has he? He came here as part of a family immigration application on which he was declared single. For all intents and purposes he was single. He had a girlfriend he knocked up a few times. After a year he went back to the Philippines and got married. His now wife has 3 kids that are his biologically.
Hypothectically I don't know why he couldn't adopt his own kids. Understanding that the authorities are unaware they are biologically his. Granted I am unfamiliar with what kind of disclosure you have to give on immigration forms. I do, however, recognize the legal and moral implications of generating a lie.
Lies have short legs. They can only run so far.

Where does this idea fall short?

The kids carry his family name. VO finds out. There is one guy from May 2012 Manila applicant whose sponsorship was rejected based on the same reason (minus children).

I think he's better off to do the sponsorship for the wife and kids, get the rejection on the kids, then fight it on appeal on H&C grounds. That's just my opinion and requires no lying or white lies. A lawyer would be the good idea though. He's at risk for losing his PR no matter which way he goes about this.

The best option is always to be honest and beg forgiveness. Your advice here is best logically.
You can, for the right price, get anyone to do anything in the Philippines.

He says in the first sentence that he sponsored his wife to come to Canada and when he did so they didn't declare the child. Has he made other posts somewhere that I've missed where he explains it more clearly?

His daughter turns 18 in three months, I don't know about laws in the Philippines but wouldn't you not be able to adopt an adult?

You need a legit solution, best way is to consult a high experienced lawyer for your case, you dont wanna get into more trouble making up more stories and challenges later on. I dont think here anyone can give you the best advice somehow it seems like you will end up into trouble so go ahead and get yourself a good lawyer. Best of luck
