I'm sorry to hear that... have you tried looking for caregivers there? There should be placement agencies there that provide live-in caregivers, locally or from abroad. You can also sponsor a live-in caregiver from overseas to there yourself, but I'm not sure of the process.
For your sister to migrate there, she has to apply on her own because you cannot sponsor her. There is no sponsorship for siblings.
However, it could be possible that your mother can sponsor her, but I'm not really sure on this.
From my perspective, here are your options in no particular order:
1. Get a local or foreign live-in caregiver there from placement agencies
2. Tell your sister to apply herself. If her score is not high enough, there are various provincial nominee programs that require lower CRS scores or don't even have it as a requirement
3. Check with CIC if your mother can still sponsor your sister
3. Sponsor a live-in caregiver yourself from overseas
Please consult with an expert for numbers 2 and 3 as I'm not sure about them.
