There's no first and last date, allow at least 45 days for visa application processing. However, in exceptional cases visa applications have been processed within 2-3 days but I hope you won't push it that far. You should not have any problems if you apply by mid-November.

as per to consulate under SPP no later then 20 dec and for normal 2 months prior to course commencement.
But its gud to be early as u don't want that after so much of hard work the reason for rejection is being late!! don't worry and try to do asap rest thing which are not in your control should be left to almighty!!

if u read canadian high comission website, isl.....they said no later than one month.
