@avalang 's message says "MR July 7", it's not a year yet. But I agree CIC should extend the validity of MR in such a case, because otherwise they give a very tight schedule. Not everyone can land within a month of the date COPR was issued.

Correct
I saw the date "MR June 3", which is exact 1 year, but that was the date of request.
