wanting to get PR in Canada

I am a senior citizen, receiving social security in US, am a combat Veteran of Viet Nam. I also have a record in the states that needs to be addressed, past 10 years now off all paper. I want to keep my social security, do not wish to take any work from locals, just wish to live here in Ontario. Not sure where to begin.

Canada has no retiree immigration class.

Do you have a spouse or common law partner who is a Canadian? If so, they can sponsor you.

If not, do you have any children who are Canadian? If so, they can sponsor you if they meet the income requirements.

These are really your only realistic options for immigrating given you are retired. Otherwise you'll have to be satisfied with visiting Canada temporarily.

I have a girlfriend living in London whom I stay with quite a bit but circumstances have kept her married to her ex. She is legally separated and they live in different homes now. This may not get resolved for several years yet due to pensions involved, she is four years from retirement and would suffer a great loss of her pension should she divorce before retirement. I don't think she would qualify as a common law marriage due to this. One would think someone not coming to take a job from natives, provide their own living, even have their own health care would be an asset to Canada.

If you end up getting married to your girlfriend - or if you live together continuously for a year to become common law - then she can sponsor you. You can become common law if she is still married. However you do have to physically and continuously live together for a full year first.

All permanent residents (and citizens) qualify for the Canadian health care program and also social services. The assumption is that at least some of these services will be used and that's what makes retiree immigration unattractive to Canada (because it means the costs to the system are generally substantially more than the benefits). You'll see most countries have similar rules (for similar reasons) regarding retiree immigration.

Assuming you have no kids in Canada, your only realistic option is to be sponsored by your girlfriend once you are either married or common law.

Just to add, depending on the nature of your record, you may need to go through the rehabilitation process before being able to apply for PR.

so, how does one establish a one year living together due to the six month visitation? Can I apply for extended visitation? To just stay here is against the law which would defeat the purpose. I am processing my paper work through the courts in the states for the rehab papers already

Yes - you would extend your visit from within Canada and indicate you are asking for the extension so that you can live together for a year and become common law.
