In my personal opinion you can take admission and it will be easy for you to get admission in M.Eng instead of MSc. For better help and accurate answer send you query to the graduate office (grad.studies@usask.ca)

If you mean by Graduate--Post graduate level courses in Mechanical engineering @ Univ. of Sask..then you are NOT eligible to apply or the PGD, Msc or MEng courses..because all these require minimum 12th std+ 4 years UG/B.E/B Tech degree with minimum percentage requirement (65-75%+)as indicated in the dept website. In Canada/U.S graduate level means post graduate level and Under graduate means Bachelor's level. So you should be looking at Bachelor's level studies.
Since you have a diploma..which I assume is pursued either after 10th or 12th standard..and which is lower than a B.E/B,.Tech degree..and so you must apply for Bachelor's degree in Mechanical engineering in Univ. of Sask OR any other Univ./college. Minimum requirement is 60%..but usually due to competitive nature of the programme... applicants with 70% get admission to their UG programme.
