Just search for Unis that offer your desired program of study and check their requirements and deadlines. I am sure you will find some Unis that offer addmision without IELTS.

You should do your own work and search for the Unis yourself no one else will do it for you.

well there are many universities which give conditional admission without IELTS, but getting admission is not enough u should be ready for visa too, I am not sure where ru from, but it is really necessary to satisfy VO that ur able to communicate in english, otherwise, u may face rejection, almost every university give admission in program like ESL to admit in before u go for ur actual program, but I believe this is not a good idea to go with.. I still recommend u to take IELTS,,

You are aware that it is march? Application deadlines at uni/college for may 2014 are more than likely over. You may find that even for september this years it's closed. So a start in January or May 2015, you should apply right about now.

I dont understand why people want to skip out on IELTS and then pay for ESL course later? u r going to a mostly english speaking country u should learn english...learning english in ur home country is much cheaper....at some point u will have to take IELTS or such exams for PR.

I don't think those people that you mention have any intention of studying in Canada. It is cheaper to pay for a ESL course that Intl Student fees.
