If your NOC code is NOT on excluded occupation list of Saskatchewan, you can also try for Saskatchewan PNP. Again, a min score of 60 points is required on their points assessment grid to be eligible. You can use this calculator ->

If your NOC is not on excluded list, then SINP seems ideal. If you score 60 or above on points assessment grid, you will be eligible. However note that if your score is below 70 it may not be possible to receive an invitation as the competition is fierce.
I strongly suggest that you research all available PNPs to get first hand information. In your case honestly PNP should not be a fallback plan, it should be the plan. Even with French, you will not be able to hit 470+ which is the current open stream cut off in EE. On the other hand French may dramatically increase your chances for some PNP's .
