So does the child have a Canadian passport already assuming the child is yours so is a Canadian citizen meaning can move back without restriction.
No she does not have one...can I just use her birth certificate to drive across the boarder?

You can simply enter Canada. Your child will enter Canada as a visitor on their US passport. You will need to submit an application for your child to be recognized as a citizen. Until your child is recognized as a citizen, it's likely your child will not be covered by Canada's provincial health care program. You should buy insurance to cover emergencies. Similarly, as a returning resident, you likely won't qualify for health care coverage for the first three months you are here.

You will need written permission from your child's other parent to move your child to Canada.
