In 2015, total processing time in Singapore office is 37 months. https://web.archive.org/web/20151209160216/http://www.cic.gc.ca/english/inFORMation/times/perm/provincial.asp

Don't know how long it takes right now since CIC changed it's way to report processing time.

If you are not currently in Canada, your file will be transferred to visa office that is close to you, which has more local knowladge than Sydney NS. Processing time is different from the applicants who already in Canada.

If I am currently in canada but only a short time (for a visit 1-2 month) only or my sister is permanently in canada, I can apply my app with Sydney? I ask that since I have experiences with local office taking much more time than Sydney NS.

You will send applications to Sydney, that applies to all applicants no matter where you are. Then officer in Sydney will decide where your file is transferred to.
Most cases your file will be transferred to local offices since you are only for short term(no long term termporary restdent permit such as study or work permit).
