Hello. I'm international student. I came here in May 2022 after one semester I invited my husband on open work permit he came here in October but he didn't come to me. and it's almost 3 months passed i don't know where is he. now I want to send him back home.

The short answer is that you cannot send him back home. He can remain in Canada as long as his open work permit is valid.

Most likely there is absolutely nothing you can do.

If you want to try, you can try reporting him to IRCC / CBSA. See the link below. However it's up IRCC / CBSA if they do anything about it.
