Want to come bqck to Canada

I completed my 1 year dimploma program in International Business Management from Canada and received 1 year of post graduate work permit. Due to some family issues I left Canada after 4 months of receiving my work permit and it has already expired. Now I want to come back to Canada. I was wondering if I can enroll into some program in some college or university and get PGWP after completing the program. If not then is there anyway I can come back and stay in Canada. Will I be eligible for Express Entry PR as a skilled worker after gaining valuable experience in my country. Is there any chance I will get a PR after I work in my country for like 4-5 years and apply on the basis of my experience.

PGWP is a once in a life time permit. You can't apply again if you have already had one before

You are eligible for express entry if your CRS passes the cut off
